l HISTORY The Institute of Mental Health of Peking University (the Sixth Hospital of Peking University) is the comprehensive unit responsible for clinical medical service, professional training and scientific research in the field of psychiatry and mental health. This professional unit was founded in 1942 as a Department of Neurology and Psychiatry by professor Xu Yingkui, a nation-wide famous neurologist and psychiatrist. It became an individual mental hospital affiliated to the First Teaching Hospital of Beijing Medical College with 16 beds. In order to meet the needs of medical, teaching and research work, mental health was separated from neurology and became an independent department in 1954 with male, female and convalescent wards. In the meantime, an electrophysiological laboratory was established and the first batch of postgraduates-research fellow enrolled. During the 1960s, motivated by the desire to practice humanitarianism, all of the staff in the hospital took steps to deliver the mentally ill patients from suffering of isolation and restrain. Furthermore we began to go out of the hospital to develop the community mental health program. Also, a new comprehensive and intensive therapy for neurasthenia, artificial hibernation therapy for psychotic disorders, and combined traditional Chinese with western medicine have been initiated and clinical research on schizophrenia and on some major tranquilizers developed.
In 1980s, the academic atmosphere have become unprecedented lively. We started a national network, and have had discussion on some important subjects of wide range with colleagues all over China, such as the classification and diagnostic criterion of mental disorders. Since 1980, international academic exchanges in this field have increased and we have begun mutual and multi-lateral with other countries.
The Institute of Mental Health was established in March 1980 with the approval of Ministry of Health, which consists of 9 research laboratories and units. The institute has been designated as a research and training center of mental health by WHO on 26 February 1982. Under the flying speed development of mental health, the Faculty of Mental Health responsible for psychiatric professional training was set up in 1989. The Institute of mental Health was moved into a new building and entitled the Sixth Hospital of Peking University On October 6 1992. Medical, research and training being developed rapidly and widely. Under the hard work of all of our staff, the Sixth Hospital was assessed Class III-A Hospital in 1997.
In April 2000 Peking University and Peking University united into one, a new Peking University and the institute and hospital were renamed the Institute of Mental Health of Peking University and it is the Sixth Hospital of Peking University. Acting as a top unit, we always devoted into driving the development of mental health with government, society and colleagues together.
The hospital has two formal title: one is the Institute of Mental Health of Peking University and the other is the Sixth Hospital of Peking University. It is also the WHO/Beijing Mental Health Collaborating Center for Research and Training, responsible for psychiatric and psychological disorders medical care, scientific research and training.
l MEDICAL CARE:
The Sixth Hospital has an outpatient department service, and the in-patient department with 200 beds. Usually there are 400-500 hundred visits in out-patient-clinic each day and the utilization rate of beds is nearly 100%.
The clinical service of Sixth Hospital of Peking University covers various mental disorders such as geriatric (dementia); children (autism, learning difficulty); parent-child relationship; psychopharmatherapy consultation; eating disorder; alcohol and drug abuse; personality disorders, etc. New medications and new therapeutic methods are introduced continuously thus the quality of medical practice can be improved. Psychotherapy including cognitive behavioral therapy, psychoanalysis, Morita therapy, family psychotherapy, group psychotherapy, hypnotherapy, music therapy and traditional Chinese combined with western medicine are practiced and studied in the Sixth Hospital of Peking University.
l PROTECTION OF PATIENTS RIGHT IN MEDICAL PRACTICE a. Impartation: Information related to patients right of accessing to medical care is released in many ways. This information includes the qualification of clinicians, pricing of medical services, diagnosis and treatment pathway, and structure of the institution. Patients and their families can collect the information from many ways: touch screen, brochures, websites, posters, etc. b. Informed consent: informed consent is required throughout all medical practices. Medication administration, MECT operation, Neuroimaging tests, and medical consultation from other specialties are all necessary for written informed consent from either the patient himself or his supervisor. IRB is responsible for all studies in which human subject are involved. IRB is composed by psychiatrist, pharmacist, nurse, retired professor of chemistry, lawyer, specialist on public health, woman who has nothing do with medicine. c. Voluntary admission: In 2004, two in-patient wards are open. Open door policy totally changed the ideas and concepts of medical staff in our institute. Patients right is emphasized to the level which has never been achieved. Free accessibility to telephones, flexibility of visiting hours, permission of bringing personal belongings into hospital, and more involvement in ward administration are moving patients from passive recipients of treatment to active partners. Currently, only patients who have severe cognitive impairment or under 18 years old are involuntary admissions after approval is granted from their supervisors. d. Confidentiality: considering the institute is also a teaching hospital of Peking University and WHO collaborating center, confidentiality of patients is put on priority on training and communications as well. All medical records can not be coped and borrowed only if patient himself agrees to do so. Photos or videos can only be taken for teaching purpose after the permission is acquired.
