There are some regulations from government to protest psychiatric patients. For example, patients who work in state company will not lose their welfare because they are mentally ill or hospitalization and mentally ill patients have some privileges in public health insurance, they pay less percentage by themselves, though this insurance may not be available if their work unit does not have business and money to pay for the insurance.
For mental patients are frustrated population: many of them are disabled, no job and no money, the special policy and law is necessary for protesting the group of people. On Dec. 28, 1990, the Standing Committee of the National Peoples Representatives passed the "Ensuring Law of the Handicapped". The "Chinese mental health law" is on its 11th revised draft and under the final construction, which may publish in next 2 years.
